Road taxes, which typically have been paid at the fuel pump here in the US, should be based upon use of the road. The proceeds from this tax should only be used for road infrastructure not mass transit, or airports, or some other silliness the liberal politicians have invented over the years. Just take care of the roads.
Carbon Dioxide emissions should not be taxable, it only adds to the cost of energy production, and the tax does nothing to mitigate the effects of the CO2. There are no demonstrable activities which will mitigate the CO2 emission, except to use less, and the tax as an intent to use less carbon based fuel is restrictive on the economy, and of no value environmentally, it will only give the politicians another fund to spend, and they already spend enough.
