I have here a jacket made of "pelsvelur". What is it.?

It is made by Frank Shorter Sportwear
The label is in Norwegian and says "spesial renseriet for skinn og pelsvelur". The jacket is made by Frank Shorter Sportwear in Norway. I suspect the material is a form of Gortex or eVent but I cannot be sure. No amount of Googling turns up the meaning of "pelsvelur". I just wonder if anybody knows what it is. Thanks.

Could be a particular fabric but in a foreign language. What else does the tag say?
